On the 5-9 of November, the "Creative Europe" [i] study tour in Madrid was organized by the Culture Bridges [ii] (British Council Ukraine) program. The Ukrainian Cultural Foundation was represented by the head of the visual arts sector Natalia Kiva [iii]. The Spanish organization Una Mas Una won the Culture Bridges competition among the organizations that offered to host such an educational tour in their countries and provide advisory and logistical support.
The objectives of the training tour were to raise awareness about the opportunities offered by the Creative Europe program, to create the potential for cross-border cooperation and project development between Ukraine and Spain, and to find partners for cultural projects from Ukraine among cultural organizations in Spain.

Madrid's cultural and artistic life is very rich. The cultural capital of Europe in 1992, Madrid is known first of all by two of the most popular museums in the world: the Prado Museum and the National Museum "Center of the Arts of Queen Sofia".
What is striking is the ability to revitalize and "cultivate" the abandoned premises. For example, Matadero Madrid since 1924 has functioned as a slaughterhouse, the cultural center of La Tabacalera is a former tobacco factory, the center of avant-garde art La Neomodeyar - the former railway warehouse, the Conde-Duque Cultural Center [iv] (which could not be attended this time) - former barracks. There are also many buildings in Kyiv and Ukraine subject to (and must) be revitalized. Successful examples - the Art-Plant "Platform" and "Mystetskyi Arsenal" in Kyiv, "The Jam Factory" in Lviv, the platform "TU" in Mariupol and others.
The Center for Contemporary Art Matadero Madrid is one of the three major cultural sites (the other two are the Conde Duque Cultural Center and Centro Centro), which belong to the Department of Arts, Sports and Tourism of the Madrid City Council. All of these centers (including the MediaLab Prado etc.) even though belong to the Department of Arts, Sports and Tourism of the Madrid City Council, are part of the Madrid Destino Travel Promotion that promotes tourism and manages cultural events and has a separate budget.
After experiencing a series of upgrades in the 1980s and 1990s, the Matadero Madrid cultural and artistic center with an area of 65,000 square meters opened in 2007. The center is represented by the following institutions: The Casa del Lector is a cultural space where readers and reading occupy a central place. The Design Center (Central de Diseño) - a space for promotion of design and fashion, created through the support of the Association of Designers of Madrid (Asociación de Disenadores de Madrid, DIMAD); Cineteca - the first and only groundbreaking space in Spain dedicated exclusively to non-fiction cinema; Intermedia - the center for the implementation of experimental artistic projects; AVAM Extension - the space of the Madrid Association of Visual Artists (Artistas Visual es Asociados de Madrid); Matadero Pavilions, International Center for the Performing Arts (Naves Matadero, Centro Internacional de Artes Vivas) is the scenic space covering all types of performing and visual arts; Nave de Música radio studio and professional studio for recording, 9 rooms for rehearsals and a small stage for concerts.
Matadero Madrid is conducting a program of regular interdisciplinary residences by signing agreements with cultural organizations in other countries and in partnership with the Spanish Agency for International Cooperation and Development (AECID). UCF discussed with Gema Melgar, curator and coordinator of the artistic programs Matadero Madrid possibilities of establishing a partnership between two institutions as well as organization of a joint residence program was.
Unlike countries such as Great Britain, Finland, Denmark, Norway, where there are Arts Councils, in Spain, as in France, Italy and many countries of Central and Eastern Europe, there is no organization like the Ukrainian Cultural Foundation, and this function is entrusted to different departments of the Ministry of Education and Culture. For example, the Department of Promotion of the Art of La Tabacalera in Madrid has a grant program that Ukrainian Cultural Foundation can adopt - the financing of the participation of Spanish gallery owners in art fairs. As a result of numerous negotiations with representatives of the Spanish institutions, one can distinguish the optimistic prospect of starting the scholarship of the Ukrainian Cultural Foundation for the training of Ukrainian specialists at the National Museum "The Queen Sofia Center of Arts" (such a program already exists with Brazil)
